Highlight | After the outbreak of the Palestinian intifada in the occupied West Bank and the Gaza Strip in December 1987 and the repercussions it had on all levels, the PLO leadership felt that conditions were ripe to embark on a political initiative to reach a solution to the conflict with Israel. For this purpose, the 19th Palestine National Congress convened in Algiers between November 12 and 15, 1988, and at the end of its work it issued a declaration of independence of “a Palestinian state on our Palestinian land”, with Jerusalem as its capital.
