Event | On January 1, 1922, the Collective Responsibility for Crime Ordinance issued by the British mandate authorities in Palestine came into effect. The ordinance stated that the inhabitants of villages and members of tribes would bear collective responsibility for “crimes” committed by unknown persons. The mandate authorities had issued an ordinance on the Palestine police force in 1921 and after the Buraq Uprising in August 1929 it passed a law to combat crimes of inciting unrest, followed in 1931 by the Order in Council on the Defence of Palestine, which dealt with states of emergency. This is the order that the authorities invoked when the general strike and the Arab revolt broke out in 1936.
