Highlight | On this day in 1917, British Foreign Secretary Arthur Balfour (Lord Balfour) made his famous declaration, in the form of a letter to Lord Rothschild, a Jewish community leader who was prominent in society and influential in British politics. In the declaration, Balfour said, “His Majesty's Government view with favour the establishment in Palestine of a national home for the Jewish people, and will use their best endeavours to facilitate the achievement of this object.” In 1905, when he was prime minister, Balfour had proposed a law limiting immigration to Britain, aimed especially at Russian Jews who were being subjected to pogroms in Tsarist Russia.
