Document | In March 1977, the 13th session of the Palestine National Council (PNC) affirmed the right of the Palestinian people to "establish their own independent national State over their national soil." This constituted an evolution of the goal, that was adopted by the 12th PNC in June 1974, of establishing a "Palestinian National Authority" over the territories from which Israel will withdraw.
