Event | On April 30, 2003, following the (provisional) end of US military operations in Iraq, George W. Bush’s administration presented to Israel and the Palestinian Authority a “road map” for a two-state solution to the Israeli-Palestinian conflict, to be implemented in three stages up to 2005. While the PLO accepted the road map, Israel set out many reservations on the plan and coordinated its position with the US administration through understandings reached on 23 and 25 May. This emptied the road map of its substance especially on issues such as Palestinian refugees, borders and settlements.
