Abstract

This legal study demonstrates that the Israeli use of U.S.-manufactured arms in its invasion of Lebanon during the summer of 1982 was a clear violation of United States policy governing arms exports. It also notes that this occurred despite the fact that U.S. laws require the immediate declaration of any violation of this policy, as well as requiring the halting of arms exports to any party that is in violation of the policy.

William Espinosa is a graduate of Harvard University and Georgetown University. He is the author of several articles on international law in specialized periodicals and practices law in Washington, D.C.

Les Janka is a graduate of the University of Redlands in California in the 1970s and the School of Advanced International Studies of the Johns Hopkins University. He served as an aide in the National Security Council in the White House and as Deputy Assistant to the Secretary of Defence for Middle Eastern, South Asian, and African Affairs.
