At the UN Security Council, Palestinian ambassador to the UN Riyad Mansour says Israel's “General's Plan” is already in motion in northern Gaza, saying “[w]hat is happening in northern Gaza now is another level of monstrosity.” The General's Plan has been described as a policy in which Palestinians in certain areas are given 2 weeks to evacuate and after that are considered combatants and the area will be closed off and starved. Chinese ambassador to the UN Fu Cong says Palestinians “are all human beings like us. Why, when born in Gaza, do they have to suffer like this?” U.S. ambassador to the UN Linda Thomas-Greenfield says more aid needs to enter Gaza, adding that a “policy of starvation in northern Gaza would be horrific and unacceptable and would have implications under international law and U.S. law. The government of Israel has said this is not their policy . . . we will be watching to see that Israel's actions on the ground match this statement.” The Palestinian Centre for Human Rights, Al-Haq, and Al Mezan Center for Human Rights issue a joint statement urging the international community to stop Israel from carrying out the General's Plan in Jabalia, Beit Lahiya, and Beit Hanun. Israel claims its forces killed Hamas leader Yahya Sinwar during combat in southern Gaza on 10/16. Israel releases drone video showing what appears to be Sinwar wounded, sitting in a chair wearing a keffiyeh, and throwing a stick at the drone filming him. After filming Sinwar with the drone, Israeli forces fired a tank shell at the building, killing him. Israel's military spokesperson Nadav Shoshani says the soldiers did not realize it was Sinwar who had been killed until today. Hamas does not confirm that Sinwar is dead, but political bureau member Basem Naim says in a statement to AFP that Hamas cannot be eliminated because it “is a liberation movement led by people looking for freedom and dignity.” Israeli prime minister Benjamin Netanyahu says the killing of Sinwar does not end Israel's war on Gaza but marks “the beginning of the end.” Netanyahu claims that Israel would end the war if Hamas disarms and returns the captives. Netanyahu also speaks with U.S. president Joe Biden, discussing restarting the ceasefire negotiations. Separately, Biden says he will dispatch Secretary of State Antony Blinken to the Middle East to work on the “day after” for Gaza. The Knesset passes 2 laws that ban UNRWA from operating in Israel and areas under Israel's control, including the West Bank, East Jerusalem, and Gaza. The first law, which bans UNRWA from conducting any activity or providing any service inside Israel, passes 92 votes to 10. The second law, which declares UNRWA a terror group and bans Israeli officials from any contact with the agency, passes 87-9. The ban, which comes into force in 3 months, also evicts UNRWA from its headquarters in East Jerusalem and end all visas for UNRWA staffers. UNRWA serves around 3 million Palestinians within Palestine. The PA presidency releases a statement saying the Palestinian leadership “reject and condemn the legislation. We will not allow this.” UNRWA commissioner-general Phillippe Lazzarini says that the ban “will only deepen the suffering of Palestinians, especially in Gaza.” Lazzarini adds that the ban “opposes the UN Charter and violates the State of Israel's obligations under international law.” EU high commissioner for foreign affairs Josep Borrell says the “legislation stands in stark contradiction to international law and the fundamental principle of humanity.” UN secretary-general Antonio Guterres calls the legislation “unacceptable” and sends a letter to Israeli prime minister Benjamin Netanyahu protesting it. China calls the passing of the bill “outrageous.” Jordan, Egypt, Turkey, Pakistan, Ireland, Norway, Slovenia, Spain, Qatar, and the OIC condemn the legislation.
