Update on Conflict and Diplomacy 16 FEBRUARY–15 MAY 2016
ABSTRACT

This update is a summary of bilateral, multilateral, regional, and international events affecting the Palestinians and the future of the peace process that covers the quarter from 16 February to 15 May 2016. The phase of violence that began in Jerusalem in September 2015 continued to dissipate while the Israeli government further expanded and extended its crackdown on the occupied Palestinian territories, as well as on the Palestinian minority in Israel and left-wing Israeli activists. Multilateral initiatives designed to address the violence broke down, contributing to fears of resurgence, particularly along the Gaza border, and also in Jerusalem at the approach of the Jewish holidays. At the same time, Israeli and Palestinian leaders negotiated new economic and security arrangements but direct negotiations on final status issues remained at an impasse. The French peace initiative gathered momentum and support, except from the Israeli government. Palestinian national reconciliation foundered and Pres. Mahmoud Abbas struggled to consolidate his power amid rising challenges.
